Minutes of the meeting held to review the delivery of services of MA&UD and PR&RD Departments through Village and Ward Secretariats to pectively on 15.5.2020 at APSHCL office, Tadepalli, Vijayawada.






A meeting has been held by the Principal Secretary, GVWV/VSWS to review the delivery of services of MA&UD and PR&RD Departments through Village and Ward Secretariats respectively.

MA&UD Dept:


1. It is seen that the Department have percolated their service delivery through the Village and Ward Secretariats in a very perfect manner.  Since February, 2020, around 62,000 services have already been delivered through Ward Secretariat.  The Department is taking up review Municipality wise regarding performance of the service delivery through Ward Secretariats and this really helps in improving the service delivery through Ward Secretariats.  This practice should be continued regularly.  The only problem is that payment gateway has not been integrated and as a result, the citizen is going to the Municipal Offices for payment of charges.  This problem can be resolved by having the payment gateway through CFMS system which was discussed with CEO, CFMS, who has promised to complete the IT integration by Monday (18.5.2020).  Director, GVWV/VSWS shall have regular review with Mr.Soma Raju and CEO, CFMS and ensure that the payment gateway is made operational in Ward Secretariats by 20th May.


 2. In case of Wards in bigger Municipal Corporations, the amount collected from the citizens by way of property tax etc. is expected to be big.  Therefore, the concerned Municipal Corporations shall make arrangements for having a Safe to store the cash till the time it is deposited in the nearest bank.  The Safe to be operated by two Secretaries of the Ward.  MA&UD is requested to issue necessary instructions in this regard.


3. The SLA have been defined by MA&UD Department as per the Act.  However, it is requested to define the sub SLA for each employee and circulate the file so that the accountability can be fixed at each level.

4. It is seen that the Data processing Secretaries are also handling the job of Education.  As the Data processing Secretary will be busy with delivering services to the citizen, the subject of Education should be transferred to the Welfare Secretary.

PR & RD Dept:


It is observed that in Village Secretariats the services are still continued to be delivered in the physical form and there is no electronic delivery of services.  Therefore, following steps need to be taken by Commissioner, PR&RD and Director, VSWS:


1. Training for the employees particularly the Digital Assistants and Panchayat Secretaries who are involved in service delivery for services relating to PR Department has to be organized and completed before 30th May so that services can be rolled out from 1st June onwards.  At the State level one day workshop to be organized for the Dist. Programme Managers, Addl. Dist. Programme Managers and Division Level Computer Coordinator (either physical training or through Webinar).  This programme should be organized by Commr., PR&RD before 20th May.


2. Similarly, for training at the Mandal level, one Data Entry Operator working in MDO office and two Digital Assistants who are qualified and can understand the subject well, should be selected in each Mandal and for these functionaries Training programme should be conducted at the Dist. Level by the team of DPM, ADPM and DLCO who have already been imparted training at the State level.  This should be completed before 23rd May.  Then these master trainers, the two Digital Assistants and the Data Entry Operators at the Mandal level will have 2 to 3 days training programme for the Digital Assistants and the Panchayat Secretaries at the Mandal Level.  The DPM, ADPM and DLCO shall visit the Mandals to oversee the training programme.  This shall be completed during the period from 23.5.2020 to 30.5.2020.


3. In this manner, all the Digital Assistants and Panchayat Secretaries would be trained on the technical aspects and also the SoP regarding service delivery of the 12 services being given to the citizens by PR&RD Department.


4. Similarly, PR Department shall keep ready Forms which should citizens have to bring for availing these services and also the checklist so that Digital Assistants can educate the citizens about this.


5. Further, these training programmes have to be conducted regularly and the JC (VSWS) shall oversee the Training programmes at the District and Mandal level.


Meanwhile, the Department of VSWS and also the JC (VSWS) shall focus on the following:

i) In most of the Panchayats there is only one Desktop available.  As such more than one functionary cannot work at a time.  Therefore, the Department and the JC should follow up with the APTS and the Vendors to expedite the delivery of Desktops.

ii) A rapid survey should be done to know the availability of Personal Laptops available with the staff of the Village Secretariat/Ward Secretariat and they should encourage bringing the Laptops to the Secretariats and making use of them in discharge of their duties.


iii) The Department should also develop mobile phone compatibility so that the staff can do much of the work from their mobile phones only instead of depending on Desktops so Laptops.


All the concerned are requested to take action accordingly.
